Socrative is an interactive web-based student-response system (also available through iOS, Android, or Chrome apps) that can help teachers spark conversation and learning through user-created polls and quizzes. The developers of this great app have put a special emphasis on having fun and on interactive activities, which are perfect for increasing the engagement of students. This allows teachers to pre-assess the students, which can make for more targeted learning planning. The students need devices to respond, but Socrative is really flexible.
